This course starts in 2026, but Bilkent has only published fees up to 2025/26. Expect the 2026 figure to be higher.
Bilkent publishes one flat tuition table for 'International Students and Students Admitted from Abroad' that applies across all programmes (not priced per course); the rate is fixed for a student's whole degree by the year they were admitted. This is the rate for students admitted in 2026 (18,400 USD); earlier cohorts pay less (17,600 USD for 2025 admits, 16,950 USD for 2023-2024 admits, 16,300 USD for pre-2023 admits). Paid in two equal instalments before Fall and Spring registration. As of this collection the live page still headed this table '2025 - 2026 academic year' even though it already lists the 2026-admit rate and Bilkent's Fall 2026 classes begin 16 September 2026 - Bilkent had not yet relabelled the table for 2026/27. Domestic (Turkish-citizen) students are billed separately in Turkish lira under a different page, confirming this USD rate is specific to international students. Bilkent also awards partial-to-full tuition-waiver scholarships to a share of qualified international admits (20-100% of tuition, in 20% increments, based on academic record) rather than to all students, so this sticker-price figure - not a scholarship-adjusted one - is the correct structured amount; see costContext for the scholarship terms.

Bilkent evaluates international applicants who apply for financial assistance on their high-school grades, exam scores and other academic criteria, and offers qualified applicants partial or full tuition-waiver scholarships at five levels (20%, 40%, 60%, 80% or 100% of tuition) - so a meaningful share of admitted international students pay less than the full sticker price above, though the waiver is not universal or guaranteed.

Scholarships
Merit Scholarship
Tuition-fee coverage for the following academic year depends on the student's rank within that top 5%: 1st percentile of the group = 100% tuition, 2nd = 80%, 3rd = 60%, 4th = 40%, 5th = 20%.
Eligibility: International students who, at the end of an academic year, have taken at least their programme's minimum curriculum course load and attained an annual grade point average of 3.30 or above (Bilkent's GPA scale is out of 4.00), while also ranking in the top 5% of all non-scholarship students in their program, may become eligible for a merit scholarship for the following academic year — but only if this ranking places them at a scholarship level higher than their current partial tuition-waiver level.
This is separate from, and on top of, the general entry-based tuition-waiver scholarship (20-100% at admission, see costContext) — it is an in-study upgrade available only to continuing international students who outperform their current waiver level. Coverage varies by percentile rank rather than a single fixed figure, so no single coveragePercentage is recorded.
